International

Agency for Quality Assurance through Accreditation of Study Programmes (AQAS)

On May 20, 2016, ANACEC (former National Agency for Quality Assurance in Professional Education (ANACIP)) signed a cooperation agreement in the field of quality evaluation and accreditation in higher education with AQAS (Agency for Quality Assurance through Accreditation of Study Programmes). 
The cooperation agreement aims to establish and develop an intense collaboration between these two Agencies, through the exchange of experience and information in the field of quality assurance, the transfer of good practices of AQAS, and the promotion of ANACEC in the quality assurance structures of the European Union. The agreement also provides for participation in joint projects and events, the involvement of AQAS experts in external evaluations organized by ANACEC, as well as any other activities that comply with the statute of the two Agencies and aim to ensure quality in education.

 

 

 

 

National Accreditation Agency of the Russian Federation (NAA)

The partnership between ANACEC and the National Accreditation Agency of the Russian Federation became official by signing on September 27, 2016, an Agreement of collaboration and mutual support in promoting the quality culture in the educational systems of the Republic of Moldova and Russia. The collaboration agreement provides for the strengthening of joint efforts in the process of quality assurance in higher education, the development of intense collaboration through the exchange of experience and useful information, participation in joint events, and other activities that comply with the statute of the two agencies and aim at quality assurance in education.

 

Estonian Quality Agency for Higher and Vocational Education (EKKA)

The cooperation agreement between ANACEC (former ANACIP) was signed in autumn 2016. Having comparable missions and institutional objectives in the quality assurance in the higher and vocational education sector, both parties aimed to establish a closer relationship as equal partners in the field of external quality assessment in the areas mentioned. Thus, the parties agreed to work to enhance mutual understanding of their national quality assurance systems in higher and vocational education; provide relevant support to improving regulation and quality assurance policy; collaborate in joint quality assurance activities; disseminate experience and good practices in the field; regularly exchange information, expertise, opinions, and publications; involve expert evaluators and other specialists in evaluation and quality assurance activities, etc.

Independent Agency for Accreditation and Rating (IAAR), Kazakhstan

Romanian Agency for Quality Assurance in Higher Education (ARACIS)

In 2018, ANACEC and ARACIS signed a partnership agreement in order to promote quality higher education in Romania and the Republic of Moldova internationally and to contribute to the development oriented towards the best international standards in the field of education and research in the two states, as well as the application of the provisions of the Standards and Guidelines for quality assurance in the European Higher Education Area - ESG 2015. The cooperation activities will be carried out in the following areas and topics related to:

  • Ensuring access to information of public interest about the quality of higher education at interstate and international level.
  • Dissemination of experiences and good practices for external evaluation of the quality of study programs and higher education institutions in the two states.
  • Designation of expert evaluators from the host institution for the purpose of their involvement in external evaluation activities of study programs and higher education institutions in the partner state.
  • Joint participation in internal or international projects in the field of quality assurance of education, financed at national level or by other European or international institutions / organizations.
  • Organizing, in partnership, activities in the field of quality assurance, such as conferences, forums, workshops, debates, informal meetings, etc.
  • Providing mutual support in joining international organizations or networks of quality assurance agencies in higher education.
  • Elaboration and publication of the results of the external evaluation activities from the two states in joint studies and syntheses.
  • Development of joint projects in the field of quality assurance of higher education.

Independent Quality Assurance Agency, Kazakhstan (IQAA)

A partnership agreement was signed in Tallinn on 25 April 2019 with the Independent Quality Assurance Agency (IQAA) from Kazakhstan in the field of quality assurance in higher education and vocational education and training. The main objective of the agreement is to actively promote by the partner agencies the application of the provisions of the European Standards and Guidelines for Quality Assurance in Higher Education Area (ESG, 2015) at the level of higher education, and the principles of the Turin Process at the level of vocational education and training. Based on the signed agreement, the partners set out to develop and carry out joint activities, exchange of experts, and good practices. IQAA, in its capacity as a full member of ENQA, has declared its openness to guide us in the process of preparing for the external evaluation by ENQA.

 

School Inspectorate, Bucharest

During the study visit on the Exchange of good practices in the field of quality assurance in pre-university education in schools in Romania and the Republic of Moldova, conducted by the Agency's staff at the School Inspectorate of Bucharest (SIB), collaboration perspectives were identified and discussed. Thus, at this stage on October 11, 2019, a sustainable partnership was initiated with the School Inspectorate of Bucharest by signing a Partnership Agreement between ANACEC and SIB, in order to collaborate and exchange experience in the field of external evaluation at the level of general education institutions and quality assurance in education.

 

Finnish Education Evaluation Centre (FINEEC)

On 13 December, 2019 ANACEC signed a cooperation agreement with the Finnish Education Evaluation Centre - FINEEC. The agreement provides for actions to strengthen bilateral collaboration in the field of quality assurance of education. The general objective of the cooperation agreement is to develop international cooperation in the field of quality assurance and evaluation in general education, vocational education and training, higher education and continuous education; developing a quality culture; promoting quality education in Finland and the Republic of Moldova in order to contribute to the development oriented towards the best international quality standards in the field, as well as a continuous exchange of experience between the two partner entities.

 

The Eurasian Сentre for Accreditation and Quality Assurance in Higher Education and Healthcare (ECAQA)

The Memorandum of Understanding between ANACEC and ECAQA, signed on 18 March 2020, aims to recognize the importance of external evaluation and accreditation in the development of higher education, in particular medical education and other healthcare professions, with a view to strengthening and expanding cooperation and mutual assistance in the provision of higher education in the partner countries based on the principle of equality and mutual benefit. The Parties agreed to establish and develop cooperation in the field of evaluation and accreditation in higher education, including education in the medical professions. The Memorandum sets out the areas of cooperation for the development and implementation of joint projects, events and other forms of cooperation in order to achieve effective results.

Certification Association "Russian Register" (RR)

The cooperation agreement between ANACEC and the Certification Association “Russian Register” was signed on March 25, 2020. This Agreement aims to develop international cooperation in the field of evaluation and quality assurance of education, development of quality culture and exchange of experience in the field of education globally, increasing the level of openness (transparency) for stakeholders in the global area of higher education and international organizations in the field of quality evaluation of education, participation in joint projects, promoting existing opportunities for mutual recognition of study quality, development of accreditation mechanisms of joint study programs provided by partner universities, organization of joint events (seminars, conferences, round tables, etc.).

 

International Association for Quality Assurance in Pre-Tertiary and Higher Education

International Association for Quality Assurance in Pre-Tertiary and Higher Education (QAHE), registered in Delaware USA, is an independent, private and international organization which is funded through fees charged for its accreditation services to Academic Institutions in various levels, Certification Bodies, E-Learning Management System Providers and Training Organizations. The QAHE Accreditation is specifically designed to suit various settings, including universities, colleges, schools, training organizations, and online/distance education providers. With its huge network and recognition from worldwide organizations, QAHE accreditation status signifies commitment to quality education which is in compliance of international standards.
On 08.08.2023, a collaboration agreement was signed between ANACEC and QAHE, which stipulates that both parties:
1) will recognize each other's accreditation standards, subject to the terms and conditions set forth in a separate agreement to be negotiated and executed by both parties. Mutual recognition of accreditation standards will help improve the quality and credibility of higher education institutions around the world;
2) will promote each other's services to their members and audiences, subject to applicable laws and regulations. The parties will cooperate in developing joint marketing initiatives and promotional materials to facilitate cross-promotion;
3) they will collaborate in campaigns to promote a common message for the benefit of both institutions, identifying together the themes, objectives and strategies of these campaigns;
4) will explore opportunities for strategic partnerships that can create added value for both parties and engage in discussions and negotiations to identify potential areas of collaboration and develop mutually beneficial initiatives.

European Council for Leading Business Schools (ECLBS)

The Memorandum of Understanding between ANACEC and ECLBS, signed on February 18, 2024, unique opportunity to significantly raise the landscape of higher education on a global scale. Guided by the principles of excellence and integrity, ECLBS operates under the leadership of a distinguished Board of Directors, composed of representatives of major European state accreditation institutions. This ensures that their initiatives consistently align with the highest standards of educational quality. Established in 2013, the European Council for Leading Business Schools (ECLBS) is a registered non-governmental and non-profit educational association.

National

Institute for Standardization of Moldova (ISM)

On March 1, 2016, IP "National Institute of Standardization" and ANACIP signed a Convention, which will provide the basic legal framework in relations between the Parties in cooperation to promote standardization among students and teachers in higher education institutions and specialized secondary education institutions in the Republic of Moldova. The object of the Convention is to establish a mutually beneficial partnership for the training of high-quality specialists with competencies connected to the requirements of the labor market and the contemporary knowledge-based economy.

Chamber of Commerce and Industry of the Republic of Moldova

On October 24, 2017, a collaboration agreement was concluded between the National Agency for Quality Assurance in Professional Education (ANACIP) and the Chamber of Commerce and Industry of the Republic of Moldova (CCI of the Republic of Moldova). The objective of this collaboration is to support and develop the education system in our country, as well as the implementation of vocational education and training through the dual system. The agreement aims to establish a lasting and successful collaboration between both institutions, based on parity principles, in supporting and smoothly performing the vocational education sector, consolidating the reforms initiated in vocational education and ensuring the process of continuous modernization of the system, accelerating the implementation of the dual model of vocational education in the fields of priority sectors, provided in the national strategies. To meet the objectives of this Agreement, ANACIP and CCI RM will create an initiative group that will identify the sources and solutions for their implementation, joint implementation and monitoring of activities, and other cases in the context of the same idea, with the agreement of both institutions.

National Public Security Inspectorate

On May 23, 2018, the National Agency for Quality Assurance in Education and Research signed a partnership agreement with the National Patrol Inspectorate, in order to promote quality assurance and development activities in the training of drivers, but also in order to achieve the objectives of the National Strategy for Road Safety, approved by Government Decision no. 1214 of 27.12.2010.
The object of the Convention is to establish a partnership in order to train drivers of at a high quality level in accordance with educational standards, with competencies related to the regulatory requirements on road safety, as well as the demand of the labor market in qualified specialists.
The collaboration between the two entities is achieved through: 

  • the exchange of information, knowledge and experiences on national and European quality assurance standards in the field of driver training; 
  • participation in external evaluation missions of the quality of driver training programs of all categories and subcategories offered by driving schools; 
  • initiation and implementation of joint projects on the promotion and implementation of training quality standards among driving schools; 
  • training and consolidating the competences of ANACEC expert evaluators involved in the process of external evaluation of the quality of driver training programs of all categories and subcategories.

 

Antenna of Chisinau of Francophone University Agency (AUF)

The cooperation agreement signed between ANACEC and AUF in autumn 2018 aims to contribute to the development and promotion of a quality culture oriented towards the best international standards in the field of higher education and research, as well as to strengthen French-language culture in the university environment in the Republic of Moldova. The Parties agreed to actively promote the application of the provisions of the Standards and Guidelines for Quality Assurance in the European Higher Education Area - ESG 2015 in the field of higher education in the Republic of Moldova. The cooperation activities will be carried out in the following areas:

  • Promoting the internationalization of university studies in the Republic of Moldova through academic and research mobility.
  • Encouraging partnerships between universities in the French-speaking community through joint cooperation programs in the fields of education, culture and research.
  • Dissemination of experiences and good practices in the external evaluation of the quality of education in French-speaking states in higher education in the Republic of Moldova.
  • Participation in joint projects in the field of quality assurance of education, financed at the national level, or by other European or international institutions / organizations.
  • Development of joint projects in the field of quality assurance of higher education.
  • Joint organization of events (e.g. conferences, workshops, informal meetings, exchange of publications, etc.) in the field of quality assurance.

Pestalozzi Foundation

On September 27, 2019, ANACEC and the Representation in the Republic of Moldova of the Swiss Foundation for Children "Pestalozzi" signed the Partnership Agreement "Viable alternatives for modernization and adaptation of general education in Moldova to the contemporary European context in education". Among the basic objectives of the bilateral collaboration are:

  • Stimulating the implementation of high-performance educational models;
  • Training the self-evaluation / evaluation skills for all stakeholders involved in piloting the External evaluation methodologies in general education;
  • Strengthening the capacity of the staff of the Department of general education evaluation of ANACEC regarding the organization and coordination of the external evaluation process;
  • Promoting children's rights and intercultural competences among the managerial staff from general education in the process of external evaluation.

CCF / HHC Moldova - Child, Community, Family

On November 11, 2019, a partnership agreement was signed between ANACEC and the Public Association CCF / HHC Moldova - Child, Community, Family (CCF Moldova). The agreement was concluded in order to coordinate actions during the piloting of the Inclusion Index, as a tool to develop the learning process and participation in 14 educational institutions in Straseni and Singerei districts, actions carried out within the project "Strong through diversity - application of the Inclusion Index".

PRO DIDACTICA Educational Center

On September 23, 2020, a Collaboration Agreement was signed between ANACEC and the PRO DIDACTICA Educational Center in order to contribute to the development and promotion of a quality culture oriented towards the best international standards in the field of general education, vocational education and training, higher education and continuing professional training in the Republic of Moldova.

ANACEC and the E.C. PRO DIDACTICA will actively promote the application of the provisions of the Standards and Guidelines for Quality Assurance in the European Higher Education Area - ESG 2015 in the field of higher education and of the European Quality Assurance Reference Framework (EQAVET) in vocational education and training, and continuing training in Republic of Moldova.

The cooperation activities will be carried out in the following areas of common interest:

  • Promoting the quality culture of studies offered in educational institutions of all levels in the Republic of Moldova.
  • Encouraging the establishment of partnerships between the educational institutions themselves and their partners, in the person of ANACEC and the E.C. PRO DIDACTICA, through joint cooperation activities in the field of quality assurance in education.
  • Dissemination of experiences and good practices in external evaluation of quality in education in the Republic of Moldova.
  • Participation in joint projects in the field of quality assurance in education, funded at national level or by other European or international institutions / organizations.
  • Joint organization of events in the field of quality assurance, such as conferences, workshops, informal meetings, exchange of publications, etc.
  • Realization of joint projects in the field of quality assurance of education of all levels.

 

 

 

The Student League Originating from the Republic of Moldova (LSORM)

On March 9, 2021, a Protocol of collaboration was signed between the National Agency for Quality Assurance in Education and Research (ANACEC) and the Student League Originating from the Republic of Moldova (LSORM). The protocol was signed by Andrei Chiciuc, president of ANACEC, and Nicu Știrbeț, president of LSORM.

The object of the agreement is the partnership between the two organizations in the field of quality assurance in education, namely the promotion of the quality culture of studies offered in educational institutions of all levels in the Republic of Moldova. The cooperation activities envisaged by both Parties under the Protocol are:

  • Encouraging the establishment of partnerships between the educational institutions themselves and their partners, in the person of ANACEC and LSORM, through joint cooperation activities in the field of quality assurance in education;
  • Attracting and involving Moldovan students from abroad in external quality assurance activities in education in the Republic of Moldova;
  • Disseminating the experiences and good practices of Moldovan students abroad in ensuring and evaluating the quality of education in the Republic of Moldova;
  • Participating in joint projects in the field of quality assurance in education, funded at national level or by other European or international institutions / organizations;
  • Joint organization of events in the field of quality assurance, such as conferences, workshops, informal meetings, exchange of publications, etc.

The protocol was signed for 5 years, and during this period ANACEC undertakes to support through its actions the development of collaboration relations and the initiation of projects involving students / young people in the Diaspora, to promote through its institutional partners the conduct of Moldovan students, with academic training abroad, of some internships. At the same time, LSORM representatives will promote the services and activities carried out by ANACEC within the academic Diaspora groups. Also, both entities plan to create a working group to identify and implement joint projects with a positive impact on the image of the Republic of Moldova and the quality of study programmes offered in our country.

State Agency for Intellectual Property (AGEPI)

On March 26, 2021, a collaboration agreement was signed between the State Agency for Intellectual Property (AGEPI) represented by Viorel IUSTIN, General Director, and the National Agency for Quality Assurance in Education and Research (ANACEC), represented by Andrei CHICIUC, President. The agreement aims to strengthen and deepen collaborative relations in areas of mutual interest.

Starting from the desideratum of European integration of the Republic of Moldova and rallying of science in the country to international research standards, recognizing the role of intellectual property, education, research and innovation in the economic, social and cultural development of our country and taking into account the need to strengthen and to align the national system of intellectual property and quality assurance in education and research to the international standards in the field, both entities undertake to achieve the following objectives:

  • streamlining the research and innovation process, as well as strengthening the national intellectual property protection system;      
  • promoting international standards for the quality assurance of research and best practices in order to streamline the acquisition of new scientific or technological knowledge within organizations and institutions in the fields of research and innovation, by organizing information and training seminars;
  • familiarization of researchers and inventors in the country with the provisions of national and international legislation in the field of intellectual property;
  • developing the competences of specialists in organizations and institutions in the fields of research and innovation with regard to research management, including in the field of legal protection and capitalization of intellectual property objects;
  • providing information assistance to organizations and institutions in the fields of research and innovation for the creation and / or development of intellectual property management and technology transfer services;
  • co-publishing, as co-founders, the journal of intellectual property, science and education ,,Intellectus”, its promotion in the country and abroad in order to integrate it into the international scientific circuit.

The priority directions for joint collaboration consist in cooperating in the process of drafting normative acts, as well as other instructions and recommendations, which will contribute to the efficiency of the research and innovation process, also to the consolidation of the national intellectual property protection system; collaborating in the preparation for printing and publishing the journal of intellectual property, science and education ,,Intellectus”, in the preparation of the evaluation file of the journal in accordance with the ANACEC Regulation on evaluation, classification and monitoring of scientific journals, and promoting the publication in the scientific and academic environment in the country and abroad, including through international databases and international catalogs of field summaries.

 

Agenției Naționale Antidoping (ANA)

La 22 februarie 2024, a fost semnat un acord de parteneriat între ANACEC și Agenției Naționale Antidoping (ANA). Acordul a fost încheiat în scopul ajustării proceselor de formare profesională a specialiștilor la necesitățile pieței muncii, în contextul racordării activităților educaționale și de cercetare la standardele europene.  ANACEC și Agenția Națională Antidoping și-au unit eforturile în demersurile lor educaționale și de cercetare pentru promovarea unui mod de viață sănătos, combaterea și prevenirea fenomenului de dopaj, precum și încurajarea practicării unui sport curat.
